Keyword weight in the title attribute vs. Anchor Text

    What's your take on the following code:
    a href="/coloradowhitewater.php3" title="Colorado White Water">Colorado River Rafting
    Should the title be the same as the anchor text or the file name?

    And why?
    My PhD friend seems to think that the title attribute should be the same as the file name, since it holds more weight. I don't agree.

    I wasn't looking for advice, since I hold my own opinion about it, I just want to see if anyone else has an opinion/experience about whether or not this distinction is even important in ranking better for keyword relevance.

    It is ok for them to be different if you are targeting both key words and if you have a better PR than the competition. Generally, however, it is best for them to use the same key words, or to have the Title use a couple additional words beyond what the anchor says. I'd suggest Colorado White Water River Rafting for the Title.
