I have a site with items for sale. I want to list the seller's cities and states at the bottom of the home page. Is that too keyword stuffing spammy and will make the site get penalized?

It depends how many you are going to list and what is the actual purpose of doing this? Are you trying to rank for the specific cities you are going to list?

Keyword stuffing is penalized if taken beyond a limit. Better keep it clean and visible.

It's visible at the bottom of the page, and it's not to rank high in the serps for that city and item, but to help spidering of the rest of the site. I want the city name linked to items within a 100 mile radius. And item brand linked to listings of that brand.

If you post the URL I could get a better idea but from what it sounds like you should be OK.

Keyword stuffing is NEVER a good idea! Of course, adding your keywords as liberally as possible is fine as long as the post or page still 'reads' okay.

    My 2 cents.

it depends what you mean and how many keywords you intend to stuff. I found 15 of the same word or phrase works fine,
