My wordpress blog is targetting 3 specific phrases/keyword terms in this niche. When i create new content/new posts should i always try and attempt to include these keywords a couple time in each posts/article? and making them blog/italic/underlined, etc or could Google see this as keyword stuffing, if so whats the rule of thumb/overall percentage on the amount of times you should include your main keyword phrases you are targeting?

There is no percentage that should be used, the content should just be natural and its a good idea to add posts with the keyword(s) you are targeting.

no as per my knowledge is it not keyword stuffing. but my advice is that one keyword using more time that is nor proper way to optimize your website. and keep that keyword density up to 5-7%. which is idle.

Theres actually no particular ratio for keyword stuffing.
But, the author should keep it as low as he/she can.

A few times per article is good practice. There is no magic number. Just make it sound natural and dont worry about getting the "right" percentage.

Algos change all the time and pages will go up and down.
