Well it depends upon the competition for the keywords. Simple way to evaluate is to analyse the competitor for the keyword you want to rank for. This gives you a broad picture of how much efforts you will have to put into your own website to rank among top competitors. It also depends on other factors like website quality, no of pages present on website etc. Generally if the competition is medium, it may take around 4-6 months to get top positions in Google. Sure, search for your keyword on Google and pick up top 3-5 links, those will be your competitors (Except directories, Wikipedia, news sites, Huge brands like Amazon / Ebay etc). Now select one competitor and run them through different tests by using various online SEO tools. Find out how many backlinks they have, do they maintain a Blog, where are they getting their backlinks from, what are the keywords they targeting, how good their website is SEO wise etc,. i use various tools for competitor analysis, few of them are. SEM rush, Backlinks checker, Ahrefs etc. your method is correct but don't just consider no. of backlinks as the only deciding factor, try figuring how much quality content does the competitor website has, how famous is he on social media platforms etc,. then calculate how much time will it take for you to attain those levels. I suggest you do this deep analysis only when you are awarded the project, you can just give a rough time frame at the time of initial analysis. Hope this helps
