The meta keywords tag is not used by Google. That meta tag will only help rankings on other search engines like MSN & Yahoo.

To get search engine rankings for a particular keyword, it mostly comes down to getting quality backlinks using that keyword as link anchor text. The quality of your links often trumps onpage seo factors.

I recommend you read as much as you can about seo. Find some good tutorials or ebooks and read up on different strategies and techniques. There are a lot of factors that go into getting rankings. You really should know a lot about all of those factors to really do well with seo.

Use your keyword or keyword phrase in h1 header, and in some h2 and h3 headers as well.

I think Search Engines no longer use the keyword meta tag, so using it will bring no benefits. I think you should write good, useful, information rich content which is related to your website/Niche. Keywords will naturally come within the content.
You will have to use the main keywords in the title of pages. Title and the description tags are the most important ones.

For Keywords Researches Use Google keyword tool & first make a huge list of target keywords & then Apply it when doing on page and it is also useful for keyword stuffing in content

Despite popular belief, outbound links containing your main keyword can help as well, but they are at the bottom of priorities.

in terms of the actual text of your site, excluding title, domain name, etc, I would not use your keyword too much.

Besides the meta keywords, I'd go with a 1 to 2% keyword density for on the page content. Use the keyword at the beginning of the title tag and wrap in <h> tags once or twice onpage.

I would consider placing your keyword into page title, h1 tag and contents as google friendly.
