    Not able to find an answer, so here goes:

    Does it matter what order keywords are listed in <meta>?
    Say, from the most popular to the least? Or most important, according to my design?

    No, it doesn't matter in what order you list them, and that metatag isn't even considered by most engines now, so it just doesn't matter.
