Firstly, contact the site administrator and check whether he/she allows link on his domain. Then probably you can have these possibilities; one-way linking, two-way linking, three-way linking or paid linking. you can go for any one of these according to your requirements.

Are you trying to make that a link to your own site? Meaning, do you want those keywords to be the anchor text so Google associates them with the website?

Keyword linking is just getting a link made to your site using your keyword as the link text
ie: instead of "click here" you would use "php custom web development" as your link text.

Keyword linking is a matter of putting/pointing the anchor text (target keyword) to your URL. Make sure your links are always clickable.

As it's been stated, and demonstrated above. Keyword linking is simply making sure that the clickable text in your link (anchor text) contains the keyword that you're wanting to promote. Search engines associate this text with the page that it connects to.

Being that you're new to SEO, let me offer you a small piece of advice that can help you out immensely. Never stop asking questions, when you encounter someone saying that a particular SEO method is bad, do your due diligence, and research the technique. Draw your own conclusions from that. You'll find a lot of convoluted information out there. Information being spread by "experts", and this information is horrible, because they learned it wrong, or don't understand the concept properly.

As you do your research, you'll be able to pick out the true experts in the SEO field, just don't let post count fool you when it comes to the forums. I've seen people with thousands of posts that provide no real value.

So keep an open mind, and question everything.

Agreed - there seems to be a lot of SEO 'experts' who can only muster a handful of dollars a day online. We've all got to start somewhere, and that is fine, but why hold ourselves out to be experts if we've had no real success?

In answer to the question - here is the code for how you do the anchor link you are asking about.

    <A HREF="http://www.encoders.co.in"> php custom web development</A>
