Keyword "dilution"

    For keywords (in link anchor text, titles, h1 tags, etc), how is the SEO strength for a given keyword affected by whether or not that keyword makes up the whole text in question?

    For example, is a link with the anchor text "make money online" and one that simply has the anchor text "make money" both on the same page (but pointing to different pages) equally "strong" for the "make money" keyword because both contain it even though "make money" is only the whole text in one of the links?

    From my experience, I'd say no. These should be considered as key-phrases. They do not mean the same thing to Google. It also depends on the strength that the receiving website has for the anchor text. Then again, what are you comparing: onsite or offsite? For onsite, pick the one you'd likely have a better chance with for placement.
