Keyword and Innerpage

    I have a Commerce related site. I have three keywords Cost, Credit and Estimate. There are two inner pages related to the two keywords.

    Should i target all three keywords to Home page? Or Should i target two keywords with their relevant pages and one to the Home page? Which one should be more efficient to get ranked in less work. Please guide me with Directory submission point of view also.

    The keywords seems to be more generalized. Hope these are related to a specific product. Add the keywords with short length (2 words) in the homepage and put the longtail keywords in the inner page related to the product.
