ya, i would say if you target "translate english to chinese", the T1 will appear higher. In that respect, my assumption is that T1 has several inbound link with the keyword as Anchor text.

lately on page optimization has taken a back seat compared to off page optimization, i was told this, and later confirmed myself, although it is still very important. Anchors are one of the important things of off-page optimization, please dont compare, on-page on the whole with anchor, as on-page includes lots of things. If plenty of good sites (with high PR and trust) gives you anchor, you would certianly find yourself a SERP for that particular keyword. Comparison is not alwayz the best thing to do.
