Keep getting error while uploading sitemap .xml file to google

No matter what I do I keep getting this error at google tools:
Unsupported file format
Your Sitemap does not appear to be in a supported format. Please ensure it meets our Sitemap guidelines and resubmit.

I've tried serveral programs but everyone of them I get the above error.

The reason I'm trying to install a sitemap is because I moved to a dedicated server in August and soon after I lost my #1 & #2 ranking at the search engines. I'm not even listed now as I found google still has my old dns IP cached.

Could this error be server related?

Have you tried GSiteCrawler ? It worked every time for me.

I'm wondering if my new dedicated server is having issues with XML files?
Although my vb forum has them and I see no issues there.

We encountered an error while trying to access your Sitemap. Please ensure your Sitemap follows our guidelines and can be accessed at the location you provided and then resubmit.
