Just wondering if it is wrong to by traffic to a website with adsence on it?

That was not very clear so i asked them if Yahoo or Msn or even Adword was ok then they send me this. And it still not clear to me. Iasked them about banner and link exchange but they did not answer me in clear words.

clicks or impressions is strictly prohibited. These prohibited methods
include but are not limited to: incentives to click or to generate
impressions, automated click and impression generating tools, third-party
services that generate clicks or impressions such as paid-to-click,
paid-to-surf, autosurf, and click-exchange programs.


Again, please keep in mind that you are solely responsible for verifying
that any tools used in conjunction with AdSense do not violate the AdSense
