forget meta tags, google ignores them. write lots of content pages, and for each: Submit it to "ping" sites (just search on google). Submit the RSS feed to RSS directories. Build backlinks. I use informationjunkie.net for building blogs rather than blogger now, because they autoping your blog to 50 ping sites, and they do the RSS and sitempa submissions for you.
