I do agree here a little. If you buy something only or send money to somebody you have to do some checks on where you are purchasing your products or who you are sending money to. Don't forget that you are the one that decides on all of this and is the one doing the purchasing. It is not PayPals vault. But I know where you are coming from when you want your money back. PayPal should be able to do that quite easily I guess as all you have to do is give them the accounts email address and then PayPal can track it down.
Sure, it's easy to do a refund but the problem is that there are way more people who would start scamming the sellers. It's easy to prove that someone did/didn't recieve a package by registered mail/courier... but can you PROVE that someone did/didn't download a digital product or service? If PayPal EVER started offering refunds on payments for SERVICES, I'd stop using them. Imaging how many people would issue refunds when they buy eBooks, Links, articles, web design, logos, etc... half the people out there would open an account just to scam a seller for a big service and never use the account again. Forget it, your money is *your* responsibility. If you can't figure out who is going to scam you, don't send your money to ANYONE. The problem is that everyone thinks it's "someone elses fault", it's not. Sometimes there are LEGIT situations (like domain name sales/transfers) that can be easily resolved but honestly, if you want security then use a LC or Escrow. my 2c.
That's the hard thin about business is that you think you have made a sale and then suddenly you receive a charge back.
But then you have to allow charge backs. This is because if your visitors really want to send something back and then can't then that wouldn't really be good for business as they will probably not purchase with you again. I am on about general shopping related sites though. I don't know what you sell.
I don't sell anything, just been ripped off couple times basicly a person can do a chargeback for any reason... and you'll have to prove you sent him what he wanted..

Isn't it great to be in the right? NOT. Same thing happened to me on ebay, when a chap scammed a few of us at the same time. It would be nice of eBay/paypal to refund some listing fees, or give you future credit, instead of wainting for the scammer to place funds in their account IMO.
Looks like this guy probably closed his account and removed his bank details - Paypal have no way of retracting the payment. If the money was sitting in his paypal account they would have pulled it. Man thats bad news.
