what is escalate ?? i have two options one is to issue full refund to buyer and one is to escalate.. i understand the first one but what escalate?????? I M WEAK IN ENGLISH
Escalate is when you pass the disupte onto Paypal to review and issue a decision on. At the current moment, paypal is allowing you to communicate with the buyer. If you both fail to resolve the dispute, either of you can 'escalate' the disupte which then means paypal will review the transaction and makes its own decision.
I wouldn't escalate it to paypal, they may freeze your funds. If I were you I would just work it out with the buyer.
Escalating it means your asking paypal to investigate but they will put a freeze on your funds. I try to keep 2 accounts and transfer funds so your not losing other funds when scammers pull there shit. It has happened to me a few times. You mail them there item then they file a dispute as soon as they get it. even if there not going to fight it. people do it just to mess with you.

I would close your second one. You could always open another one in another person's name. Just make sure you have their permission.
I'd just suggest that you work it out with the buyer, escalating any issues takes more time and thus more problems.
its a wrong misconception. Everyone is allowed one personal and one premier or business account. That is what I have and I never fell into trouble.
Escalations often lead to more issues then before, try to see if you can get a resolution without having to go for an escalation
Even i recommend resolution when compared to escalations if the dispute amount is small And yes one have 1 personal and 1 premier or business account .. thats allowed in paypal
