Just being safe - appreciate the help

I wanted to make a post under Partnerships section but am not sure if new members are allowed to do this? Basically I am looking for a partner for a new social organization, i will not mention the name of it in my ad but will just explain what we are doing and the future plans.
If it is not allowed for new members or if I must meet certain requirements beforehand, let me know.
