I just added Debit Card + confirmed to Paypal. Can I withdraw funds from my bank account to put into my paypal funds? Or can I use my debit card in paypal to send money or purchase something?
    If so, how?

Well, it all depends on which country you are from. If you are from the US, UK or Australia, you can use the e-check option which is paying using funds from your bank account, this can take between 5 to 7 days to complete the order process. If you are from the US, you can load your paypal account with money from your bank. For every other country, you can use your credit/debit card to make payment through Paypal. They basically do a pass-through service which means if you have no or insufficient balance in your paypal account, you will have the option of using your credit/debit card to pay the balance amount.

Log into your paypal account , on the top menu there is a 'Add Funds'. Click it and see what it says. From what I understand, only US Bank account supports this option.
