Jscript question about exiting pops?

    I'm stumped as to where to find a programmer to make an exiting popup. The code would come from TF, which I can provide, however I ONLY want it to spawn when a user clicks off the site and doesn't go into the actual site itself. Were averaging 70k unique's/day on the mainpage meanwhile only 12-15k login. I'm wondering if you can find someone or do it yourself? Here are some details...

    Conversation between myself and the current php programmer.

    I'm AYG, the Programmer is UCC.

    Any suggestions guys?
