Buying Joomla Template Modification - CSS

Need a Joomla expert who can modify 2 issues with JA Purity 2.

Souricng this to the person who can get it done the cheapest.

Issues:
1) Padding or Margin approx 20px on the right side, needs to be removed and flow with the entire page. Left side has been fixed.

2) Create left side background color that shows only when a module is enabled on the left side that is 100% auto height to the footer from the start of the left side area. Can not use a container div for the template layout overall with a background as this will make everypage have this background.

Module Positions being used that show this issue:
User 1: width = 100%
Component width = 100%

The width needs to be fluent 100% with the above 2 modules posistions, if the right side column is turned on or the left side then there needs to be some space using a margin of about 5px with both the left and right side columns.
