It depends on what you want to do. There are loads of solutions out there, what solution you will want to choose will really depend on what you want to do with it as they are all different and have different strengths.

Is it just static pages or is there more to it?

You will need to look at what tasks you are using it for. I prefer Wordpress because of all the features, plugins and themes available. It is also customizable, seo friendly and easy to use.

Wordpress is great and seo friendly. Joomla is more complicated to administer. Unless you are doing something very complex I would stick with Wordpress.

Wordpress came up as a blogging platform but developed as a CMS. Now you can do most with Wordpress. Joomla is somewhat less secure than Wordpress. So I vote for Wordpress.

If the site is ecommerce based and integrating with payment then you can choose Joomla CMS. If the site is static, blogging and for corporate then we can choose wordpress. Both are good in the SEO prospective.

I have used Wordpress, Joomla, Drupal and an XML-based CMS and out of those I have to say Wordpress is the best in my experience. My favorite Wordpress plugin is the Front-end Editor which lets you edit content from the page directly, instead of having to go to the backend. See wordpress.org/extend/plugins/front-end-editor/
