Joomla Forbidden Problem

    hello
    i am using joomla 1.5
    when i try to change something in the admin Cp
    (trying to change the Links)using searchengine URL's
    i am getting a message

    You don't have permission to access /home/administrator/index.php on this server.

    Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

    but i can change other things like adding articles...etc
    what could be the problem

    is it an FTP problem
    ?
    or something inside the adminCp

    What is the DocumentRoot ? If cPanel the DocumentRoot should be /home/username/public_html . Check the apache logs and paste them here, that would help figuring it out.
