    I am starting my first joomla site and want to know what the best plugins are. The website is for downloading. Any recommendations?

    Also, is there any rotating scripts for ads i could use?

    Something to stop spam is most important. Like reCaptcha.
    Then a sitemap generator for fast indexing and some rating & comment components to get feedback on your content.

    Joomla extensions repository provides many for each category and you can choose based or their reviews and complexity depending on your needs and experience.

    Firstly, install JSecure, XMap and JCE, that's the basics.

    For your need : Phoca Download

    For ads, there is a native component for ads banner
    I advice you to apply to AdSense program and use Phoca AdSense Easy.

    Here are some others components i would recommend :
