Job Affiliate Program: Why there is none?

    Hello Experts,
Job consultants earn at least 1 months salary of the employee getting hired per job, so for IT employees it could be anything between $500-$5000 on average

I was thinking of why there is no job affiliate network, where companies can post their current requirements, the webmasters can show latest job feeds from this job affiliate network.

When a potential employee click on the link and upload resume , it will be considered as first level lead (anything between $1-$5 can be paid) ,
when employee attends an interview it can be considered as 2nd level lead ($5-$20) can be paid
If an employee gets a job (anything like $100-$1000) may be paid

What the job consultants do is spam newsgroups, forums, their own email database every time , they get to know of a job available, few employees respond, some of them get the job, and he gets the full money

Well monster.com and at least a few other resume/job sites do something like that. I'm not sure what all levels they have.
