A respected author and SEO, but this is unfortunately a blog post with very little substance. Its a pretty picture, but has no alalytics behind it. I issue a challenge to bloggers - introduce reasoning, logic and example into instructional posts and watch your readership dramatically increase. Yes, sites with lots of untargeted backlinks are loosing ranings, but why? Algorithms being more choosy? Search engines finally have a large enough datastore to make contextual differentiation between sites and understand which websites as a whole relate to each other? I've always believed search engines evaluated all pages in a website, not individual pages.
You obviously didn't understand the point of the picture. The point is not to get it linked up, by whomever you ran across, but other people in your "neighborhood". If you think that linking to just anybody (FFA's, directories, XXX pages), then I hope you continue to do well in the SERPs for years to come.
