    I guess you are from India. If your website is showing a lot of Indian ads (magicbricks, monster, sharekhan, ebay.in and so on) and if your content is on a low paying keyword, then this is what you will get. On the adwords side, Indian advertisers are charged much lesser than the international advertisers. Hence publishers get lesser revenue too.

    Find out the low paying keywords using adwords and then filter websites that are based on those keywords.
    Another technique worth trying is to filter out Indian ads and display only International ads.

    filtering ads is the best way to have your site display high paying ads, if you thinks the sites on your ads yield lowest click, filter it out by entering it to your adsense account, but don't click ads displayed on your site to know which are low paying and which are not

    0.04 per click is a way too low. maybe check your ads filter and screen out low payment ads may help. ^^
