They might be using Microsoft's model. The next one will be a service release to fix the bugs (aka undocumented features).
I'd imagine that they would be constantly testing things. Some will make a huge difference - like the last update. Some will make a tiny difference - such that no one actually notices.

If Jagger 3 is nearing its end, then we have a lot of ground to cover in getting back to where all our SERP's were initially. Will anyone bring sanity back to our world??

This is the crazy thing.. Why would people think a major algo change would bring everyone back to where they were to begin with.. If that was the case, why would they ever make any changes? Shouldn't the very nature of change dictate that things change?
One would think so, aeiouy. If Google were happy with the previous SE results, why would they be changing anything? It seems to me that what many people are saying is, "Do something to get rid of all those results I don't like but when you do make sure my site becomes #1. If you don't, I'll complain loudly and try to get everyone to switch to MSN or Yahoo!"
