I've seen dynamic Keywords of countries in title. How is this done?

    Hello
    At times when i do a normal search on google i notice a
    few adwords ads have their Title and ad copy having
    the name of by country.

    Is this inserted dynamically by google and how is it done?

    Is it similar to dynamic keyword insertion technique?
