if you do n't build links your PR would drop and also if you buy too much of links your PR would drop

I think your PR drop not because of get penalized but because of your backlink site PR drop I can see most of old website's PR drop but new website's PR increase
May be your sites are not penalized ? For example, yahoo is dropped to PR9 in one of the last few PR updates. Yahoo wasnt penalized. For some reasons, Google do decrease or increase the PR. Like, if some of your backlinks decrease etc
basically, your revenge will do nothing but a waste of time. Google doesn't matter if you sell links. When you overdo it, you are still the one who's going to be affected. Not google.
Toolbar PR is messed up. Only thing that matters if you want organic search traffic is SERPs. I have a site that has been knocked down to Toolbar PR 0 but it gets over 2,000 unique visitors per day - 90% coming from Google organic search results. The irony of Google's paid link scare tactics is that if you follow the Webmaster guidelines you probably aren't getting any good new links to your sites and so your toolbar PR will not go up! Just find GOOD links, meaning links from related sites and the right anchor text and you'll get more traffic almost certainly!
If you wanna deal with Google you have to go by their rules. I know it could be frustrating often, but thats the only way. Look at it this way, you become guest to somebody's house you have to follow their rules or however they wanna do things in their house.
Google has messed up all this links/PR stuff. I guess they cant find the way out now. All the links stuff are distorted because they ask webmasters to get more links!! So, they encourage people to GET links, when it was suppoused on first term to be naturall.

You could always grab up matt cutts (the main culprit) and tickle his toes till you get your PR reinstated and if he still refuses then tell him you have kidnapped one of his cats and will start pulling out its whiskers (one by one) if your demands arent met in a timely fashion JUST KIDDING.... A basic question arises from this topic A few years ago, a PR change means change of link popularity and thus possible move in the SERP Today, a PR change means a penalization from google, a change of the link popularity, a change of the algorithm, a change of the scale of the gauge,... In fact , nobody knows. A site may have a 2 or 3 point PR move while its own position inSERPs is unchanged. What is then the meaning of a PR change? When confusing, a gauge should be replaced or fully removed.And certainly cannot be published.
If you were penalized you would probably get PR0 in all of them maybe it was a market correction because google thought other sites were probably valued more in your niche or you did not update them as much this time around !!!
