    I still wonder. After so much time, people still get the message from Google wrong. They say:
    "Selling links is against (our) quality guidelines. If you do so, your web might get penalized (for example: it won't be able to pass PR)"

    That's all. Buying (dofollow) links is completely legal and not against any guidelines. Value of bought links gets lower and lower, because G is getting better at detecting sites selling links.

    Hence, you should stop buying links and invest the money elsewhere instead. It might take longer to receive the benefits, buy they will be permanent, if you invest wisely (into content).

    If someone is violating TOS - you have EVERY right to report them. I do it all the time with Adsense cheaters. I'm an Adwords user and I expect my ads to be showing up on relevant sites that will help me. I don't want to be screwed by some Adsense cheater or MFA site - I don't have the budget of a corporation, and every dollar matters.

    Besides, the rules are there for a reason. If I have to abide to them, then so do my competitors.

    To answer your question, yes - Google takes it seriously. You'll see changes being made within days after reporting a cheater.

    Well, you can:

    1) Join them and worry every day you're links will be devalued and your rankings might drop off the face of the earth.

    2) Get motivated to beat them using what you feel are legit methods and hard work.

    3) Play the victim. Complain and point fingers @ what you call cheaters to shed any blame of your lack of results. Settle with what you have and expect the government to come in and take from those who make more than you to give it to you and spread the wealth around. Realize that you can do nothing and be supported by the government so say screw it and turn to drugs and alcohol! lol sorry had to.

    For real though... get motivated rather than butt hurt over the system and it's flaws!
