    I think they would approve a hosting site - the question is, why would you want to send potential customers away for a few cents? Most hosting sites wouldn't think of doing it.

    Yes they could approve an account for such a site. but I think you would have to take good care of the content submitted by your users if you plan on adding your adsense on their page dynamically.

    Yes they do approve hosting sites



    When choosing to display ads this is something you will have to consider. You could be loosing a lot of potential clients to competitors.
