I believe I've encountered that by using an automated ranking checker with no user simulations or Google API's.. hehehe.. it was about 2 days before I can get to use google again.. lol just a note though, I don't think it's a bug, it's more like a precaution for their databases.
No, I just find it occasionally. Accturally, If you input any keyword with forum, such as webmaster forum (this is I try to used) and so on, the error is there.
It is not an error. Sometime ago there was a Worm that affected PHPBB forums (I think it was the Santy or something like that). Every infected machine used Google to search for other PHPBB forums and try to infect them too. Google blocked the search for terms like "forum", "viewtopic", etc. in order to stop this worm for reaching more and more systems.
