Issue with BloggerClub

I paid bloggerclub for a script that would create a video blog.

his script was bogus and was incomplete.

At his request, I sent him the ftp username/pwd so he could upload the
script himself. (Apparently, I'm not smart enough to know how to download, unzip and upload files.)

Lousy thing still doesn't work. He has since stopped responding to my emails and request for a refund.

Apparently paypal also did not issue a refund because they are not responsible for the "quality of goods purchased".

His paypal id is syed sinofer, .

I would not recommend him for any future transactions.

this is the exact email I got from Paypal. As you can see, sellers are not responsible for defective goods and if they choose to ignore you, you cannot count on Paypal to issue you a refund.

You have chosen to escalate your dispute to a PayPal claim. By ending
communication with the seller, you are asking PayPal to investigate the
case and decide the outcome. As part of our investigation, PayPal reviewed
any communication you may have had in the Resolution Center.

Our investigation into your claim is complete. As stated in our User
Agreement, the claims process only applies to the shipment of goods. It
does not apply to complaints about the attributes or quality of goods
received. Therefore, we are unable to reverse this transaction or issue a
    refund.
