It hasn't worked for me for the past few days, although they have put up no notices to that effect and it's still linked to from their main site.
I hope you haven't recently bought a Yahoo! Directory link because it's been down for more than a week now.

Seems silly to shut down something that is generating about $4k in revenue a day and requires 1 person to run.
Its been over a week since I've been able to connect to it, and others have commented on the same thing. Even clicking the "Directory" link from Yahoo's own Products and Services page doesn't bring up its directory. You might be talking about Yahoo's main domain, because of course that's still up. I haven't been able to connect to its directory for more than a week though, nor has anyone else I've talked to. Interestingly, there was a news story just a few moments ago about a possible acquisition of AOL by Yahoo, which would make it the owner of DMOZ.
I don't know too many people using the Yahoo Directory these days. Due to Google coming in the market with their automated search engine, Yahoo Directory users have dwindled to the point that they are closing the Yahoo Directory come December of this year. An article was posted on Digital Points about this. I just read about this yesterday.
You can choose a free submission. There is an option to go for Free submission. But I'm not sure what are the chances for approval in free submission
The Yahoo! Directory is closing in a month and a half, so I don't know how actively anyone there is going to be reviewing free submissions.

Yahoo directory is not closing but evolving: Here's email from yahoo as I have a listing there: "Dear Yahoo Directory Customer, The Yahoo Directory will be retired today, on 12/31/2014.
