Yes yahoo also have but its PPC publisher program moved to Chitin now .Yahoo is loosing its market day by day if compared with google .

 

There is Yahoo Gemini ads, works great for me.

media.net is YAHOO and they are very good
for some of my sites, get more money with yahoo/media.net then with google adsense

 

But yahoo is not that effective now. If your going to invest a lot of money mind as well go find more more comprehensive company.

Yes, you can create ads on Yahoo with the Yahoo Publisher Network. The question is why do you want to make ads on Yahoo? If you don't want to work with Google Adwords why don't you try Bing Ads? Bing has more traffic than Yahoo but is still cheaper than Google Adwords!

Yes yahoo also uses adsense like Google but comparatively due to world traffic covered by google's point of view its more advantageous on google compare to Yahoo.
