WordPress' speed can be greatly increased with the use of various plugins, especially caching plugins. You can look at the list that I use at:

22 Best Must Have WordPress Plugins

Also, for a community blog you will need excellent spam protection. I have also included a list of anti-spam plugins in my list.

I haven't tried out the community version of WordPress called BuddyPress, but you might want to look at it. I have stayed away from community blogs because it requires lots of time to monitor what is written by spammers.

I would go with WordPress and implement caching to speed it up. There are plenty or resources for increasing the performance of WP.

Wordpress should be a perfect fit for your blogging needs. If you are worried about the performance, you can go with a VPS or even dedicated server.

What i like about wordpress is that you can make numbered page navigation system, but in blogger you can have only "Older-Newer" posts buttons.
Of course there are "hacks" for making numbered page navigation in blogger, but none work properly.

I've had to start using Joomla for the first time recently and to tell you the truth, WordPress continues to rule the roost.
Though that's not a knock on Joomla, if you have the time to learn it, I recommend you go for it.

For me, I would select WordPress because it's easy and very organize. Most of the people who have blogs are using WordPress as a platform.

I use wordpress for my blog as well as an SEO theme that I paid for to help with those search engine rankings. Wordpress is definately the way to go for a self hosted blog. Don't grap the free blog hosting by wordpress though, you could see your blog taken down for no real reason. Always self host with an appropriate domain name to have full control of your blog. Get the akismet plugin to help cut down on spam comments as well as a CAPTCHA plugin.

I attended an Internet Marketing Course, the lecturer recommended Wordpress. There are a few that the lecturer mentioned, his focus was on Wordpress still as the blogging platform.
