    Wordpress is best but yes you will have to focus on the Offpage SEO things like links yourself :)

    well wordpress has alot of feature that will do the SEO for you, like the tag,
    so you will going to get a higher search engine result if you use wordpress then blogger
    but SEO is really a ongoing process
    you still need to build content, link and all that
