You can use adwords to send traffic to a legitimate site that has adsense on it, its just normal advertising. What you cant do is use adwords to send traffic to an MFA site that only exists to try and send the traffic back out on higher paying clicks. I guess its a grey area, as what some people would say is an MFA site might not be seen as the same by someone else.
If you are bringing the traffic in solely to send it back out at a higher ppc then its called Arbitrage and yes its banned - you can get your account closed for that. But its not exactly black and white, you can have a legitimate site that has adsense on it, and still use adwords to bring in traffic.
Its is not against TOS if your site is not a MFA site. Also Google recommends to do not send Adwords traffic to pure Referral pages if you do not has advertiser authorization for that.
hi i have an website like Wikipedia, it has lots of unique content (I paid for that!), an of course I put adsense on the pages. I want to know if my website will be considered an MFA if i buy links at 0.01 in adwords. My goal, of course, is that those new visitors click on adsense (everything complaining with the TOS). very thanks

Pay particular attention to that second to last one. That's the arbitrage one. The ads appearing on my site that are deceptive and lead only to a page full of more ads and links get reported to Google. The term for that, pure and simple, is arbitrage.
I think it is best to not put it on the page they go onto, but have all the links on the page go to sites with adsense. Have referrals on the main page.
the difference is that MY website has unique and GOOD content (again, I paid experts to write it), and the MFA has nothing ... i've contacted google, let's see they answer
My hosting company is giving free Microsoft AdCenter and Yahoo! Search Marketing Coupons. Can I use them? My site is not a MFA. Pls. update us with google's answer.
It is not against terms of service, Google actually encourages Adsense users to use Adwords. I have answered this a number of times and have it summarized here. You can read my write up or you can log out of your Adsense account and see their link to Adwords in their logged out screen.
I dont see why it would be against the TOS. In fact I expect google loves it, they make money on both ends.
As long as your site has unique and useful content and the adwords ads you are using to bring visitors to the page are relevant, then I think it is completely within the Google TOS. I routinely bring in new visitors to my blog via very low cost adwords (think less than 3 cents each). If they are targeted to your key posts properly, you can definitely generate much more in adsense revenue.
