I do not really understand your question. Ah, do you mean you have a site where people can upload images and you are trying to monatize with adsense? If that is you questions than I am not sure. If they try to upload copyrighted pics than google would not like that I think.....
If you are letting other people upload photos, you would have to monitor them to be sure they did not violate the Adsense program policies (no copyrighted images, no adult images, etc.)
