Is under-construction site bad neighborhood?

    I've bought a new domain, and yep, it's under construction.

    So, should I make backlink to it? To make it get high PR before it's born?

    If some of my sites link to it, will they get penalized?

    under construction page never hurts you but visitors get upset. Why don't you put some registration box.

    It will help you to gather the information who are all visits your site before you site become live.
