I actually meant that they wouldn't go above and beyond the call of duty to work out his (if it happens) banning issue with him, or any other small publisher they deem not worth their time.
See, I think that's the problem. A lot of his visitors come from schools that shares the same IP, so they show up in his logs as one person. I doubt if one person sits there and reads 50 articles on 50 different pages. It's more likely it's a lot of different people reading one or two articles each, but because his log lumps all the people using the same IP together, it assumes it's just one person. This is also why he'll have problems with Adsense.
I want to thank all of you for your advise. I have decide not to scrap my current advertising revenue, but to add Adsense in on a limited basis. I have sent an email to Google explaining my sites situation, hopefully they will advise me further. I will come back here and let you know what the outcome was. They can share the same outgoing IP onto the net by using Port Address Translation and some schools do use this. If they dont then IP's are usually assigned on the same IP Block which Google can use to determine if clicks are coming from the same network.
