    I saw some directory that I submitted my site use this type of url for their outbound links

    Is this type of url pass pr?

    sure, as long as the href is in place, it will pass pagerank on. I know lots of tracking applications which use onclick or onclickdown or such things for tracking and it still surely pass on PR just the same.
