Is this tag SEO friendly?

A bit confused about if using <noscript> tag is SEO friendly or not?

Means as this tag can contain some sort of message that may repeat on almost every page, so is this a good practice to write text in this tag or to use an image form of the same message?

Sites will always have small snippets of text repeated on all pages it's unavoidable, just look at all of the sites you are on now. You should only be worried if a huge amount of the page is the same and could therefore be considered dupe content. So I don't think it's anything to worry about.

Used correctly, the noscript tag is fine.

Using it as a means of keyword stuffing will most likely be ignored, but in the worst case could result in penalties or being dropped from the index.
