Well, You are right in that sense, but there are millions of crappy sites over internet, what you wana do with them all. Adsense and other ad firms actually use to with them. You can report them using there system. But i must say let them b freeze by Google. I assure you these sites sandboxed by Search engines and adsense codes will not cover even there hosting cost.
