It looks like a template to me, but as eveyone else has said: it's best to ask him.

I actually think every site starts with a sort of template, because you design 1 page at the begginning, then duplicate and edit it... so basicly every site starts with a sort of template.

 

All good sites are templated to have a consistent look and feel across all the pages.

I assume however you are asking not if it is templated but if it is an off the shelf template or self made. Only true way to tell is to ask the site owner - if they paid for the site to be created they may not know either though. It is exceptionally well commented and so would suggest that it may be a purchased template but it could also be someone who is just very strict about these things.
