If there is no session id, yes this is search engine friendly too.But the last one (DOMAIN.com/articles/TOP-10-BLUE-WIDGETS) is better for seo.First of all, it is shorter and it is not a part of index.php.On coding this is called a sub page.index.php?hi-world So google will index it but not very useful i think.Maybe you have to look a rewrite module.I am not good at it but i know it is not so hard.Somebody want to help?

i think it's not sef url . i suggest you to use ? in your urls. using mod_rewrite is a better option for you
The search engines will index them both but the second one will be easier for the search engines to follow. Using mod_rewrite should work great to turn your links into the more se friendly url.
