I have a Wordpress blog, hosted on a paid domain.
Is this robots.txt file safe?

Can somebody hack into my blog using access from google? Or download "admin" files?
Should I disallow some folders to have protection against hacker?

yes its safe.
Nobody can hack your account whatever a robot file is.
its only for search engines.

 

I thought they can use bad search engines or programs to find and download "admin" files from my wordpress instalation, and download files containing passwords or other important files...

So it's absolutely safe to use this:
