For the search terms "apartment rentals", "apartments for rent", "rentals" and "rent", 1) What would it take to get to #1 on Google? 2) What would it take to get on the first page of Google? To make this interesting, assume that you're working with a zero to low budget. I am very curious to hear all of your opinions.
I think it would not be possible in less than a year or two, perhaps more. I had a quick look at 'apartment rentals' and the top sites are almost all old sites, with looads of backlinks. Many of them have lots of .edu backlinks as well, and high PR The first on the page, apartments.com, is PR8, dates from 1997, and has more than 5million yahoo links. Taking their place will be difficult, to say the least. Getting on to page 1 would be possible given enough time and effort. Personally I'd focus on something a bit more specific, at least to start with - Chicago apartment rentals, or luxury apartment rentals, for example - something that narrows it down a bit.
Is is possible, but really hard. If would advise to first aim at one keyword. But the keywords are economic attractive and it is hard to get high from scratch on this keywords. You first have to get a good domain, optimize your site and get many many backlinks and have much patience. Conclusion: Nothing is impossible, but sometimes its easier winning the lottery
First you must decide if those keywords are most effective for your site. Targeting keywords just because they are high search volume can be highly ineffective even if possible. Sometimes it is best to start with long-tail and work your way up. Going for the #1 search phrases is not good to start off with. Believe me it will take alot of work that should be put in to small phrases so you cna see quicker much more targeted results.
Nothing you do will guarantee a no. 1 ranking in Google, or even the first page. Without doing any research into the field I would assume that those are going to be tough fields to get into. Maybe a longer term would work better? Generally when analyzing a field, I like to take a step back from the SEO side of things for a minute, and ask myself "Can I build a site that is better than the top results that are currently in Google?" or "Will my website fill a need that is not being fulfilled by the current top ranking websites". If the answer to those questions is yes, then the SEO side will be much easier.

But I wonder, how much money would it take to shoot you to number 1? According to G you cannot really buy first place. So I wonder, would buying links everywhere with a +PR5 do it? What else could money help you with? What else would get you to first place? FFMG
Look at the other sites that currently rank on the first page for those keywords. Analyze their backlinks and page contents. In other words, try to figure out what they're doing to get the first page rankings. Then do what they're doing...only do it a tad bit better. Knowing more about your competition should give you an idea of how difficult/costly it is to get 1st page ranking.
"rentals" and "rent" Those two keywords to be flat out honest would take 3+ years to break the #1 spot on. It might not even be possible if the sites holding those positions know what they are doing.
You need to be creative. Think of some new kind of link bait. Use lots of unique fresh content and write something which attracts links
Yes it is possible. To get there you will have to just do things better than what your competitors are doing, then you will rank higher than then, but it is not easy and infact it is very costly.
Without money, it would take a lot of time and effort. Is it possible, yeah. In the same sense that anywhere is 'walking distance' if you have the time.

I would be looking around for a 6 year old domain with some good related backlinks. It's going to give you a big head start.
