    Well, if I understand your question (having an automated way of verifying payment and adding a paid link a website), then yes, it's completely possible.

    People have been doing this for years ;)

    HTML won't do this by itself. You need some kind of server side language to interface with paypal. I'd figure out which languages are available to you, then pick the one you want to learn, then go to the paypal forums (and the forums for that particular language) and figure out how to code what it is you want to do.
