And make sure that all that you submit to are Se friendly unless your only looking for the traffic it might give you. Sure traffic is more important then serps but it might exist better ways of getting visitors then to submit to none SE friendly directories. and thanks for the nice list.
William -- as someone who is still learning, can you expand on what you said? Why does the directory itself need to be search engine friendly? Sorry if this is an obvious one, just want to make sure I understand. Are you referring to getting backlinks with high PR? Or getting back links from sites that rank well themselves? Or??? Thanks!
The directory doesn't need to be SE friendly in case you expect it to deliver some traffic. Most directories, though, deliver no traffic, and their only effect is the link to you. If that link is not search engine friendly (eg. redirect via script), and at the same time the directory has no traffic = delivers not traffic to you, than submittin to such a directory is a lost time.

exactly. why bother submitting to get a link that only human eyes recognise. Since human eyes wont see the link its a pointless waste of time. the value of being listed is in obtaining an SE friendly link. If you can't get one then don't waste your time submitting cos you wont get any traffic from it.
Right. Unless the link is a static spiderable link that will pass PR then it is pretty much a waste of time getting that link. Go to seo-guy forum and check out the thread called sifting out the garbage to find some sweet directories that are seo firendly.
I think this list includes a lot of SE friendly spiderable directories. I have seen those free directories that disgust once posted. Hence if anyone have time, then please sort out the SE friendly ones. Neway, I'm going to do it by next week.
It's already been done. I once had a list as large as the one you have referred to in your initial post. The SEO friendlies are at http://info.vilesilencer.com/main.php?rock=seo-friendly.php theres also an excel to download to track your submissions. I do list the non-SEO friendlies at http://info.vilesilencer.com/main.php?rock=add_url.php but I no longer add to that list or recommend people submit on it. I leave it there to point out that I am aware of those directories, because people tend to suggest whatever you don't have.
vilesilencer is a very good directory resource. Directories are a great source of one way links. The only problem is that many directories waste your time because they never get around to adding your link. Many directories have no intention of adding your link. Some directories are overwhelmed with submissions. Some owners have found that it is not profitable to spend the time adding more submissions as it won't dramatically increase their ads. Others are just trying to convince you to purchase their paid listing. This listing of best web directories ranks the directories on SEO qualities as well as the speed of listing your link. If you don't have time to submit to the hundreds of directories then this list is for you. Submit to directories that reward your time with a high PR, SEO friendly link.

It's a very good point, and one I have tracked through my submissions. I don't really note the speed of submission though I know some like OSY Directory and AllDotNet added me before I even had a chance to check my email. Other directories simply won't add (and I don't mean that they reject your site, you just receive no correspondence at all). Another point to note is that often people will tell you that a certain directory is hardly indexed, has low PR, and isn't worth submitting to... I say ignore them. If it's free and friendly, and you get in early you are much more likely to be listed than rejected. Also when that directory finally gets a high PR, and lots of pages indexed you won't feel stupid that you missed out. It often happens that a new directory will start out as a freebie, then once it's listings and ranking are built up it switches to a pay for inclusion. Why be a sucker? Why wait for it to get good rankings and PR and then cost you $50 to join it? Get in early, its the key!
