www.savekaryn.com was the site that got huge acclaim for this and of course it worked. Also, I just saw a post on DP about a week ago for someone that needed a fellow member to loan him money into paypal to get something on Ebay, and another member had sent him the cash within an hour so believe me, you can get money just by asking for it.
Its a old idia here are so many sites are coming and going but they didn't get any Success so try to do somthing else why dont you make free submission directory and promote when you got good PR and back links then takes money to others for given links, and if you needs help for promote your directory then we all are here fpr help you. My mum has a website which rescues stray animals ( a similar site was mentioned earlier in the thread) It is 100% genuine, and I believe it shows-(europeananimalwelfare.com) I think in the 3 years we have had it we have had maybe 6 donations online, which have been in the region of 10 - 30 dollars apiece. We have around 30 uniques per day and many returning visitors- so I dont think your friend will do very well just begging without a genuine cause but- who knows! Stranger things have happened.
It is legal, but not very practical. Find a way to provide some online service to the community and then ask for donations. Check Wikipedia's donation page, so you get a good sense of how people actually give away their money when it is worth it. http://fundraising.wikimedia.org/
it's different when you have something to offer on your site, then you offer donations. but it's not really meant to be for begging.

Direct begging would be ridiculous. Why doesn't he create some funny stories and say if you like this story,please donate money so I can pay my hosting company continue to bring you more.This way people are obtaining some some value in return.
I think it would be a lot of work to promote a site that is just a begging letter. I know people donate to Steve Pavlina (well, he says they do, and I believe him) and while he worked hard to get his blog going, it's now huge and he doesn't have to work as hard because he ranks so high for so many terms. He makes more in a week than your friend probably would in a year of online begging.
